Our class discussion reminded me of an article I read last fall. The article illustrates an application of semantic web services for workforce training.
The author is my boss at the E-Learning & Training Lab. If we are looking to add guest speakers, Mr. Woelk could speak to some of UT's work in KM applications.

He is evaluating it for a very large U.S. Army system. Looks pretty robust. The software suite for e-learning is extensive in itself, but it is also integrated with several other mGen KMS applications such as Human Capital Management, Knowledge Communities, and Content and Asset Management (http://www.mgen.com/solutions/solutions.html)The learning management package has several very large users including government/DOD.
